Now, onto how it actually works. The downrigger pole is mounted on your boat, typically on the transom (the back wall of your boat). There will be a release clip at the end of the downrigger line, to which you will attach your lure or bait. Once your lure or bait is in place, you simply use the winch to lower the downrigger line (and attached item) into the water.
